The RegInfo Tool, also known as REGI, is an interactive tool that integrates a quality management system approach to TC’s regulation-making process. REGI will take you through all stages of regulation development:
- Policy and analysis stage (e.g., policy problem, instrument choice, enforcement plans);
- Regulatory development (e.g., preparing a regulatory impact assessment statement); and
- Approvals and submission (e.g., submitting the proposal for Governor-in-Council approval).
Within each stage are checklists you can use to make sure you’ve satisfied or at least considered all elements of regulatory development.
REGI has other practical features to facilitate your work as a regulatory analyst, novice or veteran. This digital tool also provides you and your colleagues with a shared virtual working environment to monitor the progress of a file and have a common virtual workspace to share and develop work documents.
- A built-in ‘document library’ (under the “Documents” tab) that enables capturing the full history of supporting documents produced over the lifecycle of regulatory development.
- Automated date-stamping to allow progress-tracking.
- Stage-specific guidance, links, policy, and templates to guide the user.
- Subject-specific contact information to ensure experts are consulted efficiently when needed.
- A progress bar, to enable better project management of individual regulations.
By using this tool early in the process, even when your organization is only considering to regulate, you can work with certainty that you have all the information as well as contacts to subject-matter experts that you will need to help you make the best quality regulations possible at Transport Canada.
Use REGI
Any TC employee who works on a regulation-making team can use REGI throughout the stages of the regulation-making lifecycle. However, if you are a TC regulatory analyst, this tool is for you. Using REGI ensures that all regulations are developed in a consistent way, according to the required order of operations, and using the best practices of a modern regulator.

Departmental Regulatory Affairs is responsible for standardizing the development of non-financial Treasury Board submissions (e.g., regulatory proposals) in order to ensure policy coherence, coordinated planning and prioritization, as well as consistent quality of analysis and content that adheres to both Treasury Board Secretariat (TBS) directives and guidelines, and regulatory best practices.
